League of Democracies
Free Trade Agreement
To The Esteemed Nations of the Magnalucia,
This Charter sets forth the founding principles and terms of The League of Democracies Free Trade Agreement. The spirit of peace, cooperation, and neighborliness and recognition of the prosperity and cultural understanding that are inherent to trade set forth the basic principles of this Charter, seeking to:
> Strengthen the special bonds of friendship and cooperation among democratic nations
> Contribute to the harmonious development and expansion of world trade
> Provide a catalyst to broader international cooperation
> Create an expanded and secure market for the goods and services produced in their territories
> Reduce distortions to trade
> Establish clear and mutually advantageous rules governing their trade
> Foster creativity and innovation,
> Promote trade in goods and services that are the subject of intellectual property rights.
As such, this Charter:
1. May be cited as the League of Democracies Free Trade Agreement or LDFTA.
2. Restricts membership to nations with:
a) Democratic constitutions
b) A record of free and fair elections
c) Elections no more than 6 years apart in time of peace
d) Universal suffrage for citizens of age of majority
e) No modern usage of slavery, indentured labour, or other forms of state-sanction personal violations.
3. Establishes the LDFTA Trade Court
a) To peacefully resolve trade and intellectual property disputes brought to it
i) by majority vote subject to the provisions of section 3.c)
ii) with a default vote for the status quo in cases of tied votes
iii) with the allowance for equal and proportional trade barriers against violators of this Charter
b) Maintained by equal funding amounts from each member nation
i) as determined by the LDFTA Trade Court's annual budget proposal
c) With equal representation from each member nation
d) With headquarters in Bastia, Ventalia
4. Establishes the LDFTA Technical Directorate
a) To translate and clarify interpretations of:
i) legal systems of member nations
ii) technical and safety standards of member nations
b) To resolve errors in unit conversions.
c) To recommend standardized technical and safety regulations across members where possible.
d) Maintained by equal funding amounts from each member nation
i) as determined by the LDFTA Technical Directorate's annual budget proposal
e) With equal representation from each member nation.
f) With headquarters in Bastia, Ventalia.
5. Sets forth the following customs rules:
a) No signatory may increase customs duties on goods originating within member nations.
b) Signatories must gradually reduce existing custom duties on goods originating within member nations.
6. Sets forth the following country of origin criteria:
a) A good shall originate in a signatory if:
i) the good is wholly produced in a signatory
ii) the good incurs no less than 50% of its non-transport production costs in a signatory
iii) the good incurs no less than 60% of its non-transport production costs across all signatories
b) A good must clearly state its country of origin subject to article 6.a)
i) if ambiguous, the country of origin must be the country in which the highest non-transport costs were incurred.
7. Sets forth the following government procurement rules:
a) Contracts and tenders must be open to companies, individuals, and agencies from any signatory with the exemption of:
i) projects of a secret nature
ii) projects of a military nature.
b) Contractors must respect local regulations
8. Allows open investment across member nations subject to local taxation and financial regulations.
9. Requires goods and operations to adhere to the safety, technical, and environmental regulations of the intended destination.
10. Maintains the following list of Signatories:
The Kingdom of Ventalia
The Republic of Sahoro
